Abstract

The reduction of dependency on fossil fuels can be achieved through the use of renewable energetic sources and energy conservation programs. According to the Energy Efficiency Unit of the European Commission, buildings are responsible for 40% of the energy consumption in Europe and worldwide. Indeed, the biggest energy savings potential is in the buildings sector and many improvements can be obtained by effectively managing the environmental issue. As an entrepreneurial solution, this paper proposes the creation of a governmental self-financing agency operating on a local, sub-regional dimension. The purpose is the improvement of the energy efficiency of materials and buildings components as well as entire buildings. The agency would reach its objectives by filling the information gap which exists between builders and new technologies providers, supporting environmental certifications and promoting best practices. Its consulting service would be offered on a local scale, considering homogeneous climatic regions in order to optimize the efficiency and the coherence of the energy saving solutions.

This paper provides details about an economically sustainable project and describes the necessary steps to realize the business model.
